CLI commands moved out to a separate addon; release tasks improved.

Changed

Built-in CLI commands (cache, clockwork, files, make, registry, uuid) moved out of phlat/ into the separate addons/phlat/cli repository.
Toolkit/Cli gained the shared helper logic those commands relied on.
Release tasks in the taskfile improved.
