Changed

• Config layers are phlat/config.json, site/config.json, data/env.json and, for the CLI, data/env.cli.json, later winning. The env files are part of a deployment's state, so they survive redeploys with data/. site/env.json is no longer read.
• backup:create, backup:restore, health:check, the admin system page, deploy.php and phlat/examples/deploy.example.php follow the new location.
• compose.yaml loses its commented-out FrankenPHP service.
